You can try Adobe Customer Care and see if they will make some sort of arrangement. You can't get by using a computer without internet access if you want to use Creative Cloud.
I get 10 GB monthly and I'll bet there are better plans. If you are in a place with no wireless, you can get a hotspot plan with your mobile device and use it to run the updates by having it act as a wireless connection. You would need internet connectivity to sign in and activate, let alone update. We had hoped to provide direct download links for the CC 2017 updates as well, as we have in the past for prior CC releases, but Adobe has not provided offline installers for them.
